目的
多文化共生の地域社会の実現等を目的にこれまで全国で62回開催されてきた「外国人による日本語弁論大会」を小田原で開催します。
外国人から広く意見や考えを聞き、他の国や地域の文化に触れることで、自国や小田原などを見つめ直す機会を市民等に提供し、多文化共生に対する意識向上と国際交流の活性化を目指します。

Purpose
The 63rd International Speech Contest in Japanese will be held in Odawara. The purpose of this contest is to accomplish multicultural local communities. We have a long history of the contest and it has been held 62 times all over Japan.
Through the speeches, we can obtain various viewpoints and ideas from other countries and we can also contact with foreign cultures. It will offer Japanese citizens chances to reconsider Odawara and Japan. It can also improve citizens' attitude toward multicultural coexsistence and promote international interactions.

演題（えんだい）及び制限時間(せいげんじかん)
・演題は自由（じゆう）、ただし伝道（でんどう）、宣伝（せんでん）に類（るい）するものは不可（ふか）で未発表作品（みはっぴょうさくひん）に限（かぎ）る
・制限時間は６分以内（いない）、時間超過（じかんちょうか）は減点（げんてん）の対象（たいしょう）となる
・過度（かど）な演出（えんしゅつ）、演技（えんぎ）および小道具（こどうぐ）の使用（しよう）は禁止（きんし）

Subject & Time Limit
Any non-commercial, non-religious topic, unpublished 
Excessive staging, acting and stage properties are prohibited.
Time limit: 6 minutes

出場資格（しゅつじょうしかく）
次の(1)～(3)の条件（じょうけん）を同時（どうじ）に満（み）たす方（かた）
(1)母語（ぼご）が日本語以外（にほんごいがい）であること
(2)本大会（ほんたいかい）（本選（ほんせん））当日（とうじつ）の年齢（ねんれい）が満（まん）15歳以上（さいいじょう）であること
(3)過去（かこ）のこの大会で外務大臣賞（がいむだいじんしょう）または文部科学大臣賞（もんぶかがくだいじんしょう）を受賞（じゅしょう）していないこと

Qualifications
Applicants must fulfill all of the following conditions:
(1) whose native language is not Japanese
(2) 15 years old or older on the contest day
(3) not having won the Foreign Minister's Award (the 1st Prize), or the Education Minister's Award (the 2nd Prize) in a previous contest

審査基準（しんさきじゅん）
(1) 主題（しゅだい）の良否（りょうひ）聴衆（ちょうしゅう）の興味（きょうみ）と関心（かんしん）を呼（よ）ぶ時宜（じき）を得（え）た主題であり、これを論（ろん）ずることに意義（いぎ）が認（みと）められるか）
(2) 事例（じれい）の適切（てきせつ）さ（取（と）り上（あ）げられる事例は主題を説明（せつめい）する上で十分（じゅうぶん）かつ適切なものであるかどうか）
(3) 内容（ないよう）の構成（こうせい）（独自（どくじ）の見方（みかた）、考（かんが）え方が適切に表現（ひょうげん）され、主題が論理的（ろんりてき）かつ効果的（こうかてき）に整然（せいぜん）と展開（てんかい）されているか）
(4) 語句（ごく）の使い方（主題、内容にふさわしい語句を選んでいるか、その発音（はつおん）、抑揚（よくよう）、文法（ぶんぽう）は適切か）
(5) 話（はな）し方（表情（ひょうじょう）、動作（どうさ）などが自然（しぜん）で、好感（こうかん）が持（も）て、かつ説得力（せっとくりょく）があるか）
以上の５項目（こうもく）を中心（ちゅうしん）に審査を行（おこな）います。

Screening Criteria
The judges will evaluate each speech according to the following criteria:
(1) Subject Choice
Does the subject have universal appeal? Is it timely? Is it important?
(2) Supporting Materials
Are sufficient evidence and convincing arguments provided?
(3) Organization
Are a creative viewpoint and way of thinking adequately expressed? Is the subject logically and effectively presented?
(4) Language
Is the language clear, correct and appropriate for the subject? Are the pronounciation, intonation and grammar suitable?
(5) Presentation
Is the presentation natural, impressive and convincing including facial expressions, gestures, etc?

出場者決定（しゅつじょうしゃけってい）
審査基準の(1)～(5)に基（もと）づき、スピーチ原稿（げんこう）およびスピーチの録画映像（ろくがえいぞう）に対して予選審査（よせんしんさ）を国際教育振興会内（こくさいきょういくしんこうかいない）で行い、本選出場者10から12名を決定（けってい）します。

Contestant Selection
Contestant selection will be made according to the evaluation of the applicant's recorded speech and accompanying manuscript. The evaluation will be made at IEC (International Education Center) in accordance with the aforementioned screening criteria from 1 to 5. The number of contestants shall be limited to 10 to 12.

応募方法（おうぼほうほう）及び応募締切（おうぼしめきり）
正式（せいしき）な出場資格、審査基準、応募方法や応募締切などは令和６年（2024年）６月頃（ごろ）に発表します。

一般財団法人国際教育振興会、独立行政法人国際交流基金、小田原市の三団体が主催する事業です。

Host Organization
The organization that host the contest are the IEC (International Edication Center), JF (The Japan Foundation), and Odawara City.
